Role Introduction
The Independent Parliamentary Standards Authority (IPSA) plays a vital role in upholding democracy and maintaining public confidence in Parliament. As the independent regulator, and administrator, of MPs’ pay and business costs, it ensures public money is used fairly, transparently and effectively in support of MPs’ duties. IPSA’s work is overseen by the Speaker’s Committee for the IPSA (SCIPSA). The Committee has a responsibility to ensure that IPSA’s funding is consistent with the efficient and cost-effective discharge of its functions.
SCIPSA is now leading the recruitment for the next Chair of IPSA. This is a distinctive and high-profile opportunity to lead an independent statutory body at a significant moment in its development. IPSA is continuing to modernise its regulatory approach and service model, balancing strong public assurance with a fair and responsive service for MPs and their staff. The Chair will play a central role in safeguarding IPSA’s independence, integrity and transparency; while ensuring it delivers a responsive and effective service that commands the confidence of Parliament and the public. Working closely with the Chief Executive, and Board, the Chair will provide visible and authoritative leadership, setting IPSA’s long-term strategic direction, overseeing delivery of its statutory duties, and holding the executive to account. The role also includes representing IPSA publicly, including in the media and before parliamentary committees.
The successful candidate will bring substantial senior leadership experience, Board-level credibility and a strong understanding of governance and regulation in complex environments, alongside a proven ability to engage and influence a wide range of stakeholders. Applicants must demonstrate sound judgement, independence, and resilience, together with an awareness of the UK political environment and the confidence to operate effectively under public and political scrutiny.
